PROJECT ACCESS DIRECTOR OF HUMAN RESOURCES ABOUT PROJECT ACCESS Project Access provides on-site health, education, and employment services to over 22,000 children, families, and seniors living in affordable housing and work force affordable neighborhoods across the country. Our goal is to provide families and seniors with the tools needed to stabilize their lives while providing an array of services such as Health, Education, and Economic stability. Project Access operates over 80 Resource Centers in 13 states with 120 employees and growing.Our core values play a constant role in how we operate our business: Respect & Support Empowerment Integrity Teamwork & Collaboration POSITION OVERVIEW Project Access seeks a strategic Director of Human Resources who can help to advance our Human Resources function to support our rapid growth. We are looking for an experienced HR leader to help scale our organization. This role will help secure our long-term growth through effective talent management and culture development activities. Key priorities for the Director of Human Resources include defining and leading the organization's People strategy, confirming and establishing the core HR services operating model, and driving key HR initiatives with specific attention paid to developing our talent acquisition, development, and retention capabilities as an organization.As a member of the Senior Leadership Team, the Director of Human Resources will report to the Chief Operating Officer and collaborate with other senior leaders to define HR and talent management strategy and approaches for the organization. This includes responsibility for leading definition of the desired Project Access organizational culture and the programs and initiatives to strengthen the culture and employee experience. The Director of Human Resources also provides leadership and guidance to the organization's HR operations including organization and administration of total rewards (benefits and compensation), employee relations, talent acquisition and development and supporting development of HR Information Systems for the future.POSITION RESPONSIBILITIES Leadership & Management Collaborates with Executive leadership to define and support the organization's long-term mission and goals. Collaborates with senior leaders to define and articulate an Employee Value Proposition that enhances engagement and retention, along with methods to survey employee feedback and to measure progress toward employee engagement and retention goals. Partners with stakeholders to identify appropriate HR solutions that ensure employee and business needs are met focusing on the company's culture and values. Develop organizational Diversity and Inclusion (D) approach to strengthen talent/human capital to ensure integration of a diversity, inclusion and engagement lens into relevant processes and frameworks. Supervises department of four employees: Human Resources Manager, Human Resources Specialist, Senior Recruiter and Contracts & Compliance Coordinator. Leads organizational change management and communications efforts. Models and reinforces Project Access cultural values. Human Resources Identifies staffing and recruiting needs, develops, and executes best practices for hiring and talent management. Provides consultation to management on strategic staffing plans, compensation, benefits, training and development, budget, and employee relations. Drives the performance management process, advises management regarding performance management and employee development, and recommends new and improved measures for performance evaluation. Oversees employee relations investigations, documentation, and recommended resolution, working with designated legal advisors as needed to provide expert counsel and guidance on complex employee matters. Establishes appropriate HR functional metrics, analyzes workforce dynamics and trends, and translates data into meaningful recommendations for improving productivity and performance (e.g. employee turnover, performance ratings, engagement surveys, exit interviews.) Designs and develops new leadership programs to accelerate development of high potential employees at senior and mid-career levels, to improve the pipeline of high performing professional talent. Develops and implements innovative and competitive compensation, benefits, training, and career development programs to effectively attract and retain talent. Ensures effective benefits administration, including employee enrollment, retirement plans, leaves of absence, workers' compensation and unemployment claims, compliance, reporting, reconciliation, and answers employee inquires. Monitors and ensures compliance with federal, state, and local employment laws, regulations, and recommended best practices, reviews and modifies policies and practices to maintain compliance, and oversees facilitation of training for employees on compliance related matters. Identifies and recommends HR technology solutions and works with the Tech team to implement selected software systems for better efficiencies. QUALIFICATIONS Bachelor's degree in Human Resources, Business Administration, or related field required, Master's degree preferred. Professional Certification (e.g., SHRM-CP or SHRM-SCP) highly preferred. Experience leading a Human Resources function as a member or senior management required, ideally in the nonprofit sector. Thorough knowledge of employment-related laws and regulations. Hands on experience with HR software (ADP Workforce), a plus. Excellent leadership abilities, communication, and problem-solving skills. Ability to engage in dialogue and make high impact presentations at C-suite level. Expertise and deep experience in driving transformation to achieve specific business imperatives. Personal qualities of integrity, credibility, and a commitment to the Project Access mission. Track record of inspiring respect and maintaining an inclusive, collaborative leadership style. Excellent interpersonal and communication skills, listening, verbal, non-verbal and written. Ability to deal effectively with a diversity of individuals at all organizational levels. Ability to manage priorities and workflow. Good judgement with the ability to make timely and sound decisions. Valid Driver's License, clean driving record, and current automobile insurance. COMPENSATION AND BENEFITS Project Access pays 100% of the employee's medical, dental, life insurance, and EAP premiums; provides 13 paid annual holidays and Paid Time Off (PTO), and a 401(k) plan with an employer match of up to 4%. Vision and Voluntary Life Insurance is available at employee cost. LOCATION The Director of Human Resources must be based in Southern California or a state that Project Access operates in.
