Overview:

Under minimal direction, participates as well as provides technical leadership in the planning, estimating, scheduling, project budgeting, cost and schedule control, progress reporting and monitoring of significantly large and complex transportation projects managed by the Capital Programs Division. Frequently resolves highly complex project controls issues creatively utilizing knowledge gained from extensive experience where procedures may not be prescribed or well defined. Work with Project Controls team members in all areas of professional responsibility and development of best practices.

This is an exempt position in Salary Grade S: Min $85,696.00 - Mid $105,092.00 - Max $124,488.00 annually. The starting salary will be within this range based on qualifications.

Responsibilities

  • Develops as well as reviews capital project data including baseline schedule development, review and develop complex freeway project estimates, budgets, and funding sources. Ensures all data is accurately reflected in Primavera and other related tracking and/or reporting software in a timely manner.
  • Creates, reviews, and updates schedule progress and expenditures against project plans and budgets. Provides presentations and/or reports to management.
  • Analyzes projects costs and provides recommendations to assure conformance with available funding sources. Reviews and processes complex design and detailed construction invoices.
  • Reviews design and construction CPM schedules and provides recommendations to ensure conformance with project milestones and/or delivery requirements.
  • Supports project management in the development of the Capital Programs Division's annual fiscal year budget development process.
  • Prepares final project cost reports and initiates the project close-out process.
  • Manages project budgets. Reports status of projects to management and applicable internal and external committees. Provides reports on project accomplishments and progress.
  • Develops/reviews project development plans using structured methodologies for all assigned project controls assignments and coordinates as well as aligns with multiple initiatives.
  • May require the use of project specific budgeting and cost management software, such as ARES PRISM.
  • Creates strategies to ensure successful collaboration with capital project managers and team members. Ensures effective communication by coordinating, establishing and maintaining communication lines with capital project managers, contractors, Caltrans, as well as internal Agency departments and personnel regarding project needs.
  • May coach team members with skills used in Project Controls software.

Qualifications

Any combination of education and experience equivalent to a bachelor's degree in Construction Management, Civil Engineering, or related field with a minimum of seven years of experience in the engineering and/or construction industry, three of which are senior level project controls administration of multi-million dollar capital projects. Requires significant advanced experience utilizing complex project controls software, i.e., Primavera.

Knowledge of:

  • Construction materials and methods utilized in multi-million-dollar transportation capital projects.
  • Principals of Critical Path Method (CPM) scheduling and earned value reporting.
  • Personal computer-based spreadsheet and word processing programs. Significant experience with Primavera scheduling software.
  • Procedures for scheduling engineering and construction projects.
  • Procedures for cost estimating and cost control.
  • Mentoring and/or training skill sets for coaching project controls team members in the principles and practices of the profession.
  • General principles of financial systems software including, general ledger, accounts payable, accounts receivable, account coding, as related to Project Controls' function.
  • General principles of procurement regulations, procedures and processes.
  • General principles and procedures of contract management.

Ability to:

  • Communicate and interface effectively with project team members, consultants, and outside agencies.
  • Facilitate meetings and work sessions with project managers and teams.
  • Successfully accomplish a variety of tasks with minimal supervision.
  • Manage multiple tasks concurrently and meet specific deadlines.
  • Communicate project progress from Project Controls perspective to all levels of management.
  • Develop and implement long-range strategies to achieve project milestones.
  • Resolve problems affecting projects between Project Management and various departments within the agency. Evaluate, understand, and present information in an organized and useful fashion.
