Program Specialist (Member Communications) Job Description
Department(s): Customer Service Reports to: Supervisor, Customer
Service FLSA status: Non-Exempt Salary Grade: E - $23.08 - $32.79
($48,000 - $68,200) Job Summary Under general supervision of the
Customer Service Supervisor, the Program Specialist provides
specialized assistance and analysis relevant to member
communications. The incumbent interfaces and works collaboratively
with internal staff, external vendors and agencies; creates and/or
reviews member communication materials; performs research on member
mailing issues and solutions relative to member communications for
all lines of business. Position Responsibilities:
- Develops, reviews, formats and edits member communications,
such as member notices, member newsletters, and member handbooks to
ensure accuracy and completeness.
- Coordinates the print, fulfillment and mailing of all member
communication materials, including writing specifications and
requesting bids for quotes.
- Prepares and submits production requisitions to management for
approval.
- Interfaces with vendors to develop, set up, and maintain
business procedures to ensure accurate and timely issuance of
communications to members for all lines of business.
- Manages printed inventory on a weekly basis.
- Participates in site visits of contracted print vendors to
conduct quality checks on mailing projects and existing
inventory.
- Compiles and analyzes data, prepares and reviews reports to
monitor trends to identify issues.
- Facilitates training presentations for other departments as
needed.
- Interprets policies and regulations as needed.
- Produces print ready art files in Adobe InDesign to send to
vendors.
- Develops new and updates existing department desktop
procedures.
- Participates in a mission driven culture of high-quality
performance, with a member focus on customer service, consistency,
dignity, and accountability.
- Assists the team in carrying out department responsibilities
and collaborates with others to support short and long-term
goals/priorities for the department.
- Other projects and duties as assigned. Possesses the Ability
to:
- Establish and maintain effective working relationships with
CalOptima leadership and staff.
- Communicate clearly and concisely, both verbally and in
writing.
- Initiate and follow through on tasks with little supervision or
guidance.
- Work independently, meet deadlines, and exercise discretion and
judgment.
- Identify issues and problems, develop solutions, and prepare
recommendations, including policies and procedures.
- Collect data, identify pertinent information, and prepare
reports and presentations.
- Utilize computer and appropriate software (e.g., Microsoft
Office: Excel, Outlook, PowerPoint, Word) and job-specific
applications/systems (e.g., Adobe InDesign, Adobe Acrobat Pro,
Tableau) to produce correspondence, charts, spreadsheets, and/or
other information applicable to the position assignment.
Experience& Education:
- High School diploma or equivalent required.
- 2 years of experience in a customer/member service or call
center capacity required.
- 2 years of experience Health Maintenance Organization (HMO),
Medicare, Medi-Cal/Medicaid, and Health Services experience
required. Preferred Qualifications:
- Knowledge of print management, printing, fulfillment, and/or
direct mailing preferred. Knowledge of:
- Policies, regulations, and general requirements related to
member communications.
- Methods and techniques for organizing and implementing
