Job Summary

Under general supervision, the Program Specialist (Translations and Interpreter Services) supports compliance with Cultural and Linguistic (C&L) State and Federal regulatory requirements. incumbent assists in the development and/or implementation of cultural and linguistic services/activities, such as: 1) coordinating internal and external translation services, interpreter services of non-English languages including American Sign Language and alternative format requests; 2) coordinating the vending of professional translation and review services in one or more threshold languages; 3) planning and organizing cultural competency training; and 4) researching and analyzing issues and making recommendations to enhance cultural and linguistic program and services.


Position Responsibilities

Participates in a mission driven culture of high-quality performance, with a member focus on customer service, consistency, dignity, and accountability.

Assists the team in carrying out department responsibilities and collaborates with others to support short and long-term goals/priorities for the department.

Coordinates incoming language translation and/or reviews requests of member materials.

Interacts directly with members and providers to coordinate and book face-to-face interpreter requests with contracted interpreting vendors.

Coordinates the timely vending and completion of Alternative Format material, such as Braille, Audio and Large Print, with contracted vendors.

Coordinates the vending of professional translation and review services in one or more threshold languages.

Assists in completing and/or responding to regulatory agency reports (Department of Health Care Services (DHCS), Centers for Medicare and Medicaid Services (CMS), National Committee for Quality Assurance (NCQA), etc.), surveys, audits and evaluations regarding C&L program.

Reviews, analyzes and interprets regulations and internal/external policies and procedures related to cultural and linguistic services.

Reviews, researches and responds to member grievances related to contracted vendor issues.

Timely and accurate processing of vendor invoices for translation and interpreter services.

Other projects and duties as assigned.


Possesses the Ability to:

Coordinate multiple concurrent projects, with specific pre-established deadlines.

Have excellent writing skills with the ability to draft reports and filings.

Communicate clearly and concisely, both verbally and in writing.

Initiate and follow through on tasks with little supervision or guidance.

Work independently, meet deadlines, and exercise discretion and judgment.

Identify issues and problems, develop solutions, and prepare recommendations, including policies and procedures.

Collect data, identify pertinent information, and prepare reports and presentations.

Establish and maintain effective working relationships with leadership and staff.

Utilize computer and appropriate software (e.g., Microsoft Office: Excel, Outlook, PowerPoint, Word) and job-specific applications/systems to produce correspondence, charts, spreadsheets, and/or other information applicable to the position assignment.


Experience & Education

High school diploma required.

2 years of experience in a project coordination, translations or interpreting services required.


Preferred Qualifications - - - - - - - - -

Bachelor's degree in a health care related field or cultural and linguistic studies preferred.

2 years of experience Health Maintenance Organization (HMO), Medicare, MediCal/Medicaid and Health Services experience preferred.

Professional education in project management, translation, interpretation or cultural competency training preferred.

Bilingual in English and in one of defined threshold language preferred. Preferrably fluent in Farsi, must be able to read and write Farsi.

1 year of experience with a health plan or working with culturally diverse populations preferred.

Experience in managed care and/or government programs preferred.


Knowledge of:

SDL Trados and K2 Smart Forms programs.

Policies, regulations and general requirements of cultural and linguistic services.

Principles and practices of health care, health care service delivery and medical administration.

Addressing issues of cultural and linguistic competency and racial and ethnic disparities in health care.

Orange County community based and social service organizations, especially those providing support services and health education to Limited Education Proficient (LEP) members of the community.
